Preheat oven to 350°F. Place phyllo cups on a baking sheet and bake for about 5-7 minutes until golden and crisp.
In a medium bowl, mix softened cream cheese and Greek yogurt until smooth. Stir in minced garlic, chopped chives chopped parsley, salt, and pepper. Mix until well combined.
Spoon 1-2 tsp. of the herb and garlic filling into each phyllo cup.
You can stop there, or top each cup with a sprinkle of more parsley, chive, chopped pepperoni, beef, walnuts, pecans, or your favorite topping!
